Title tag is inside your html header code, you need to have some basic html information before editing any html code.
Title tag optimization is very importan and you need to put your best keywords in the title tag, by best i mean the keywords that you are trying to rank on the search engines. It effects your ranking beacuse it shows the title of your website (the main purpose of your website) and search engines usually index your web site base on your title tag.
